Windows 10 64: The application has failed to start because its side-by-side configuration is incorrect.

Greetings from Boise.
Finally get a chance to use CC...and surprise! Have never seen this before.
Windows 10 64 Pro, 10.0.16299, FX8370, 32GB RAM, GTX940 4GB, OS on SSD, everything is stock clocked, pagefile.sys is on a separate SSD
Try to launch (even Run as Administrator) and get the error:
"C:\Program Files\CloudCompare\CloudCompare.exe
The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail."
The application event ID is 33:
