Well bore Mesh

Hello everybody,
I don't have a ton of experience with LiDAR or working with LiDAR data so I'm looking for some help here, and I appreciate anything you guys have for me!
Here's whats happening:
I have a simple LiDAR device that I can lower down well holes, and I'm trying to create a mesh from the point cloud (pretty sparse one) of the well. CloudCompare has been fantastic for many reasons, but I'm having trouble creating the mesh throughout the entire bore hole cloud. The mesh starts great at the top but tapers towards the bottom and begins to leave some open spaces. Ill attach a picture. My problem may have to do with the amount of vertices as the bottom but I don't know how to add vertices
Here's what I would like:
I'd like the mesh not to taper towards the bottom of the well and have solid walls all the way to the bottom. Again, any help is appreciated.
